Short Title

This Order may be cited as the Provision of Materiel and Services to Foreign Ships Order.

Authorization

The Minister of National Defence, or such authority as he may designate, is authorized to provide, on a repayment basis,

materiel, services and money to naval ships of the governments

of the Commonwealth countries,

of the United States,

of the NATO countries, and

of all other powers on approved visits to Canadian ports; and

materiel and services to merchant ships in distress, subject to the following qualifications:

no materiel shall be issued unless the recipient agrees to pay to the Receiver General in respect thereof an amount not less than the amount that, in the opinion of the said Minister, is the cost thereof to the Crown,

a limitation of maximum debit balances is imposed, in connection with naval ships, of $1 million for the United States and $50,000 for all other governments concerned, and

cash money is advanced on a repayment basis only where reciprocal arrangements are available to Canadian naval ships.
