Therefore, Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, under paragraph 2(a) c of the Public Service Rearrangement and Transfer of Duties Act d, transfers from the Minister of Fisheries and Oceans to the Minister of Foreign Affairs the powers, duties and functions of the Minister of Fisheries and Oceans in relation to the Great Lakes Fishery Commission.
