A Proclamation

Whereas section 22.3 of the Old Age Security Act, being chapter O-6 of the Revised Statutes of Canada, 1970, provides as follows:

And Whereas by Order in Council P.C. 1981-3206 of November 12, 1981*, His Excellency the Governor General in Council, pursuant to section 22.3 of the said Act, declared the Agreement between Canada and the United States of America with respect to Social Security signed at Ottawa on March 11, 1981 to be in force; Not published in the Canada Gazette Part II

And Whereas subsections 22.4(1) and (2) of the said Act read as follows:

And Whereas the said Order in Council was laid before Parliament on November 24, 1981;

And Whereas no motion for the consideration of either House was filed pursuant to subsection 22.4(2) of the said Act before the twentieth sitting day after the said Order in Council was laid before Parliament;

And Whereas pursuant to subsection 22.4(2) of the said Act, on the thirtieth sitting day after the said Order in Council was laid before Parliament, being February 9, 1982, the said Order came into force;

And Whereas by Order in Council P.C. 1982-865 of March 18, 1982**, His Excellency the Governor General in Council, pursuant to section 22.3 of the said Act, directed that a proclamation do issue giving notice that the said Agreement is in force as of February 9, 1982. Now Know You that We, by and with the advice of Our Privy Council for Canada, do by this Our Proclamation declare and direct that the Agreement on Social Security between Canada and the United States of America, signed at Ottawa on March 11, 1981, a copy of which is attached hereto, which is declared to be in force by Order in Council P.C. 1981-3206 of November 12, 1981* is in force effective upon, from and after the 9th day of February, 1982.

Of All Which Our Loving Subjects and all others whom these Presents may concern are hereby required to take notice and to govern themselves accordingly.

In Testimony Whereof, We have caused these Our Letters to be made Patent and the Great Seal of Canada to be hereunto affixed. Witness: Our Right Trusty and Well-beloved Edward Richard Schreyer, Chancellor and Principal Companion of Our Order of Canada, Chancellor and Commander of Our Order of Military Merit upon whom We have conferred Our Canadian Forces’ Decoration, Governor General and Commander-in-Chief of Canada.

At Our Government House, in Our City of Ottawa, this fifth day of May in the year of Our Lord one thousand nine hundred and eighty-two and in the thirty-first year of Our Reign.
