Provision

Her Excellency the Governor General in Council, on the recommendation of the President of the Treasury Board, pursuant to subsection 42(3) a of the Financial Administration Act, hereby makes the annexed Public Opinion Research Contract Regulations. S.C. 2006, c. 9, s. 312

s. 1 — Report form

A person entering into a contract for public opinion research with Her Majesty must provide the report referred to in subsection 40(2) of the Financial Administration Act in electronic or print format.

s. 2 — Report contents — research not for the exclusive use of Her Majesty

In respect of public opinion research that is not for the exclusive use of Her Majesty, the report must include

s. 2(a)

a brief description of the methodology used; and

s. 2(b)

the results of the research.

s. 3 — Report contents — research for the exclusive use of Her Majesty

In respect of public opinion research that is for the exclusive use of Her Majesty, the report must include

s. 3(a)

on the covering page, the title of the project, the name of the person who entered into the contract, the contract number and the award date;

s. 3(b)

a narrative executive summary consisting of, at a minimum,

s. 3(b)(i)

a statement of the research purpose and objectives,

s. 3(b)(ii)

a summary of key findings, except where the person who entered into the contract is not responsible for the design, development of the methodology and analysis of the research,

s. 3(b)(iii)

a brief description of the methodology used, and

s. 3(b)(iv)

a statement as to the extent to which the findings can be extrapolated to a broader audience;

s. 3(c)

for quantitative research, appendices containing

s. 3(c)(i)

a full set of tabulated data,

s. 3(c)(ii)

sample size, sampling procedures and dates of research fieldwork,

s. 3(c)(iii)

if applicable, weighting procedures, the confidence interval and the margin of error,

s. 3(c)(iv)

if applicable, the response rate and method of calculation,

s. 3(c)(v)

the research instruments used, and

s. 3(c)(vi)

all other information about the execution of the fieldwork that would be needed to replicate the research initiative; and

s. 3(d)

for qualitative research, appendices containing

s. 3(d)(i)

the research instruments used and, if applicable, the test material, and

s. 3(d)(ii)

all other information about the recruitment or execution of the fieldwork that would be needed to replicate the research initiative.

s. 4 — Contents of contract term — research for the exclusive use of Her Majesty

The contents of the contract term referred to in subsection 40(2) of the Financial Administration Act, if the public opinion research is for the exclusive use of Her Majesty, must

s. 4(a)

provide for the notification of the person entering into the contract that the report will be sent to the Librarian and Archivist of Canada in accordance with section 15.1 of the Library and Archives of Canada Act; and

s. 4(b)

require that the person consent to the Librarian and Archivist of Canada publishing, in both official languages, the narrative executive summary referred to in paragraph 3(b) on the Library and Archives of Canada web site.

s. 5 — Coming into force

These Regulations come into force on the day on which they are registered.
