Whereas the Governor in Council is of the opinion that the actions of the Russian Federation constitute a grave breach of international peace and security that has resulted in a serious international crisis;
And whereas there is property situated in Canada that is owned — or that is held or controlled, directly or indirectly — by Roman Arkadyevich Abramovich, a national of the Russian Federation who does not ordinarily reside in Canada;
Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, under paragraph 4(1)(b) a and subsection 4(1.1) b of the Special Economic Measures Act c, orders Citco Bank Canada to restrain the amount of US$26,073,990.35 that is owned — or that is held or controlled, directly or indirectly — by Roman Arkadyevich Abramovich and that is credited to a bank account held by Manticore Fund (Cayman) LTD with Citco Bank Canada in such a manner that no dealing can be carried out with respect to that amount.
