— Joint venture agreement
The Regional District of Nanaimo, the City of Parksville and the Town of Qualicum Beach are granted the additional power to enter into and amend a joint venture agreement to establish a joint venture to design, construct, install, own, operate, maintain and replace a bulk water supply facility, and for all related purposes, within the boundaries of the Regional District of Nanaimo.

— Condition
The Regional District of Nanaimo must, before entering into the joint venture agreement referred to in section 1, enact a bulk water supply local service establishment bylaw in respect of the rural areas to be served by the joint venture.
s. 3
— Amendments
An amendment to the joint venture agreement referred to in section 1 requires the approval of the inspector of municipalities.
