Appeal by employer and carrier from a determination that section 39 of the Workmen’s Compensation Law, as amended by chapter 116 of the Laws of 1947, applies to disabilities existing on July 1, 1947. Award unanimously affirmed, with costs to the Workmen’s Compensation Board. Present — Hill, P. J., Heffernan, Brewster, Foster and Deyo, JJ.
