    The application for the approval referred to in subsection (3) must be made jointly by the bank holding company and the eligible agent.

    The Minister, in determining whether to grant the approval referred to in subsection (3), shall take into account all matters that he or she considers relevant, including those set out in paragraphs 906(1)(a) to (g).
