    The maximum amount of freight charges for the purpose of section 164.1 shall be adjusted every three years, on April 1, in accordance with the formula[A/B] × C where A is the Consumer Price Index for the calendar year before the year in which the adjustment is made; B is the Consumer Price Index for 2017; and C is $2,000,000.
