Proceedings in respect of a contravention of any provision of this Act or the regulations or of an order made under section 45.1 or 45.2 may be held in the place where the offence was committed or where the ~~subject-matter~~subject matter of the proceedings arose or in any place where the accused is apprehended or happens to be located.
