    At the written request of the President of the Canada Border Services Agency, the Commissioner may, for the purpose of implementing an arrangement entered into under subsection 94.3(1), designate any area of a penitentiary named in the arrangement for the purpose of subsection 142(3) of the Immigration and Refugee Protection Act.
