The importer of goods that are forfeit under subsection (1) and the owner ~~thereof~~of those goods at the time of forfeiture are jointly and ~~severally~~severally, or solidarily, liable for all reasonable expenses incurred by Her Majesty in right of Canada in the disposal of the goods ~~where~~if they are disposed of otherwise than by sale.
