    passenger transportation vehicles and parts therefor, not including vehicles designed to carry less than twelve passengers, for use directly and principally in the operation of a municipal public passenger transportation system, which each day provides a regularly scheduled service to the general public, owned or operated or to be owned or operated by or on behalf of a municipality.
