    No prosecution for an offence under this Act — or for a conspiracy to commit, an attempt to commit, being an accessory after the fact in relation to, or any counselling in relation to, an offence under this Act — may be instituted by a person, other than the Commissioner or a person acting under histhe or herCommissioner’s direction, without the prior written consent of the Director of Public Prosecutions provided after consultation with the Commissioner.
