    No person shall engage or supply, or employ any other person to engage or supply, any seaman or apprentice to be entered on board any ship in Canada unless the person first mentioned is a shipping master, the deputy of a shipping master, the owner, master or mate of the ship or bona fide the servant and in the constant employment of that owner.
