Every person who persuades or attempts to persuade a seaman or apprentice belonging to any ship unlawfully to neglect or refuse to join or proceed to sea in or to desert the ship, or otherwise to absent himself from his duty, is guilty of an offence and liable, for the first offence, to a fine not exceeding fifty dollars or to imprisonment for a term not exceeding six months, and for any subsequent offence to a fine not exceeding one hundred dollars or to imprisonment for a term not exceeding nine months.
