The receiver of wrecks or the Admiralty Court shall receive and apportion the amount and grant to the person paying the amount a certificate of the amount paid and the services in respect of which it is paid, and the certificate is a full discharge and indemnity to that person and to all his property liable in respect of those services, against all persons, parties to or bound by the admission or agreement.
