    On[Repealed, the2001, conclusionc. of26, anys. inquiry, the officer or person who made the inquiry shall send to the Minister a report containing a full statement of the case, and of his opinion thereon, accompanied by such report of or extracts from the evidence and such observations as he thinks fit.332]
