The Minister may appoint any officer of the Government of Canada, any judge of any court of record, any deputy judge of the Federal Court or any provincial court judge to be a commissioner to hold formal investigations, or any formal investigation in respect of any shipping casualty, subject to the Canadian Transportation Accident Investigation and Safety Board Act, and a commissioner shall for that purpose be a court.
