    Carriers[Repealed, by2001, waterc. shall,26, ats. the times and in the manner and on the terms of which they have respectively given public notice, receive and convey according to that notice all persons applying for passage and all goods offered for conveyance unless, in either case, there is reasonable and sufficient cause for not doing so.332]
