    The provisions of Part I except sections 94 to 101, Parts V and VI, Part IX except section 581, and Parts XI to XIV apply to air cushion vehicles used in navigation, and wherever in those Parts vessels, ships or steamships are referred to, those references shall be construed as including air cushion vehicles used in navigation.
