If the Governor in Council believes on reasonable grounds that it is necessary to do so to secure the Canadian telecommunications system against any threat, including that of interference, manipulation, disruption or degradation, and that it is reasonable in relation to the gravity of that threat, the Governor in Council may, by order and after consultation with the persons the Governor in Council considers appropriate,
