The following are exempt from the application of sections 2 and 5 of the Act:
s. 1(1)
Publications prepared by or for government agencies or institutions of the Legislature, or appendices to those publications, that are of a scientific, technical, reference, research or scholarly nature and that,
s. 1(1)(i)
although not restricted in circulation to the confines of the Government of Ontario, are not normally available for general circulation to members of the public, or
s. 1(1)(ii)
are normally consulted by members of the public with the assistance of public servants.
