(1) Ontario Regulation 173/93 as it read immediately before its revocation under section 2 shall be deemed to be and to have always been a by-law of the Hearst Planning Board under section 34 of the Act.

The deemed by-law shall be referred to as by-law number 3 of the Hearst Planning Board until changed by the Board.
