Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

Short Title

s. 1 — Short title

This Act may be cited as the Economic Statement Implementation Act, 2020.

Coming into Force

s. 11 — October 2, 2020

Section 9 is deemed to have come into force on October 2, 2020.

Payments

s. 12 — Payment — requisition of Minister of Economic Development and Official Languages

There may be paid out of the Consolidated Revenue Fund for the fiscal year ending on March 31, 2021, on the requisition of the Minister of Economic Development and Official Languages, a sum not exceeding $206,700,000 to the regional development agencies for the Regional Relief and Recovery Fund.

s. 12(2) — Definition of regional development agencies

For the purpose of subsection (1), regional development agencies means

the Department of Western Economic Diversification;

the Atlantic Canada Opportunities Agency;

the Canadian Northern Economic Development Agency;

the Economic Development Agency of Canada for the Regions of Quebec;

the Federal Economic Development Agency for Southern Ontario; and

the Federal Economic Development Initiative for Northern Ontario.

s. 13 — Payments — requisition of Minister of Health

Subject to subsection (2), there may be paid out of the Consolidated Revenue Fund for the fiscal year ending on March 31, 2021, on the requisition of the Minister of Health, all money required to do anything in relation to the initiatives specified in the schedule.

s. 13(2) — Limit

The total of all payments made under subsection (1), in respect of an initiative specified in column 1 of the schedule, must not exceed the limit specified for that initiative in column 2 of the schedule.

s. 14 — Payment — requisition of Minister of Employment and Social Development

There may be paid out of the Consolidated Revenue Fund until March 31, 2021, on the requisition of the Minister of Employment and Social Development, a sum not exceeding $500,000,000 for the purpose of making income support payments under section 4 of the Canada Emergency Response Benefit Act.

s. 14(2) — For greater certainty

For greater certainty, the payments that may be made out of the Consolidated Revenue Fund under subsection (1) must not include the costs of administering or enforcing the Canada Emergency Response Benefit Act.
