    Except as otherwise provided in this Act, whereif a notice or other document is required or authorized by this Act to be sentserved toon a person, other than the Minister or the Commissioner or the Tribunal, the notice or document shall be sent to that person by prepaidregistered or certified mail addressed to himthat person at histheir latest known address or by beingbe served personally on that person.

    Except as otherwise provided in this Act, if a notice or other document is to be served on a person, other than the Minister or the Commissioner or the Tribunal, the notice or document shall be sent by registered or certified mail addressed to that person at their latest known address or be served personally on that person.
