    Notwithstanding[Repealed, subsection2004, 31(4)c. of22, thes. Interpretation Act, a provision of a regulation made under this Part that prescribes a percentage for the purposes of this section shall not be repealed, amended or varied to have the effect of changing the percentage applicable to a person.39]
