    No person shall perform any duty on a ship that is prescribed by any regulation made under paragraph (1)(k) as being a duty on that ship that is to be performed by a holder of a certificate of the type or class specified in the regulation unless the person holds a valid certificate of that type or class or the ship is exempt from the requirements of that regulation pursuant to section 132.
