    The Minister may, if he thinks that the justice of the case requires it, reissue and return any certificate granted under this Part that has been suspended, cancelled or invalidated by or pursuant to this Act or the regulations, shorten the time for which such certificate is suspended or grant in place thereof a certificate of the same or any lower grade.
