    Where the Chairman has received a report of inspection described in section 317 in respect of a Canadian ship that is a nuclear ship not intended to be used on an international voyage, and he is satisfied that all the relevant provisions of this Act and the regulations have been complied with, he shall issue for that ship an inspection certificate that is appropriate to the class and intended service of that ship.
