    If any of the provisions of this section are not complied with in the case of any steamship, the owner, if in fault, is guilty of an offence and liable to a fine not exceeding five hundred dollars, and the master, if in fault, is guilty of an offence and liable to a fine not exceeding two hundred and fifty dollars.
