    Subject to this section, sections 353 and 355 to 374, in so far as they are applicable, have effect in respect of ships of one hundred and fifty tons gross tonnage and more that carry cargo or passengers on voyages from any place in Canada to any other place in Canada or between Canada and the United States on any lakes or rivers.
