The Governor in Council may on such conditions as he thinks fit exempt from the provisions of this section ships that ply on voyages described in subsection (1) if he is satisfied that the sheltered nature and conditions of the voyages make it unreasonable or impracticable to apply the provisions of this section to those ships.
