    The Governor in Council may make regulations for the establishment of a scale of fees and the collection thereof, for examining plans of ships, their machinery and equipment, for the inspection of steamships, their machinery and equipment during construction, for assigning and marking Load Lines, for the testing of material, and for such other examinations and inspection under this Part as he may deem fit.
