    The proceeds from any sale or other disposal of a ship or its contents pursuant to paragraph (1)(a) shall be applied towards meeting the costs and expenses incurred in taking the measures under that paragraph, and any surplus shall be paid to the owner of that ship or to the owner of its contents, as the case may be.
